Ordinance entitled "The River " Steamers Ordinance," and I am of

opinion that the Ardinance is one which is not contrary to the Governor's Instructions.

The definition of River Seamers is taken from Ardinance 26 of 1891 Section 2.

This Ordinance is passed at the request of the River Steamer Company and to afford them a remedy against passengers, chiefly from Canton, who or before arrival at Hong Kong -
